Abstract

In order to avoid distortions that run counter to its smooth operation, the European Union has budgetary convergence procedures - hence the introduction of a Stability Pact. But this pact, which had been strengthened in response to several Member States exceeding these thresholds, had to be suspended from 20 March 2020 to 1 January 2024. This situation necessitated a reform, which was finally accepted by the Member States on 20 December 2023. While the consensus that made this possible is a source of disappointment, it represents progress that, however insufficient, has avoided failure and saved the minimum political credibility that is essential for the budgetary authorities
