Abstract

Abstract Although Morocco has succeeded in meeting the major challenges it faces by consolidating its economic competitiveness and building its political institutions, there is nevertheless a certain unanimity that the public primary school in rural areas is constantly coming up against a plethora of dysfunctions in its day-to-day operation, which are at the root of its decline in terms of governance, socio-economic performance, negligence, absenteeism, persistent behavior resistant to change and the quality of services offered to citizens. Taken together, these factors prevent the social lift from delivering the human development expected. This situation, described as thorny, generates hidden costs that sabotage the planned rise of these schools. It is from this perspective and in this sense that our research is of interest. Our ambition is to understand, using socio-economic theory, how primary schools in rural areas operate in an environment marked by a myriad of dysfunctions affecting their functioning, to understand their causes and related effects, and also to propose appropriate solutions to counter them. In this vein, our approach was in line with a pragmatic constructivist vision which consists of seeing reality by becoming aware of the actual functioning of Moroccan state primary schools in rural areas. To this end, and in order to arrive at a certain representation of reality, the population met during the semi-structured interviews was made up of five categories of personnel: inspectors, head teachers, educational administrators in training, primary teachers and parents' representatives. Our empirical results will be presented in three stages. Firstly, obtained via an assisted textual analysis using NVIVO software, version 12. Secondly, through a mirror effect, and thirdly through expert opinion. Keywords: Socio-economic theory - Dysfunction- Hidden cost - Socio-economic performance.
