Abstract

L'intercommunalité peut-elle devenir un acteur déterminant du système de santé ? La crise des acteurs traditionnels est désormais bien connue : pénurie de praticiens en médecine libérale dans certains secteurs ; manque d'attractivité pour l'hôpital public ; difficultés des ARS (Agences Régionales de Santé) à organiser une offre de soins équilibrée, etc. Les groupements de communes, dotés de moyens et de compétences non négligeables recoupant le champ large de la santé, et couvrant la quasi-totalité du territoire national, peuvent potentiellement jouer un rôle bénéfique en la matière. Cumulant proximité, ingénierie et ressources, à la différence des communes prises individuellement, leurs apports réels en matière de santé méritent d'être identifiés et mesurés, pour en penser la valeur ajoutée et les lacunes.
