Abstract

The Public Service for Housing Energy Performance (SPPEH), currently called FranceRénov, was created in 2013 and is aimed at "energy consumers wishing to reduce their energy consumption". Its mission is to provide support in carrying out housing renovation and to provide "personalised informations and advicse". It may seem like a curiosity. Is it a question of providing access to information or acess to "performance" in terms of energy consumption in housing ? We will show that where the public energy service, built during the 20th century and reaffirmed by law in 2000, regulates access to energy in France, the SPPEH regulates access to energy savings by enshrining market principles.
