Le territoire, nouvel espace d'action et d'apprentissage pour la GPEC : une étude de cas longitudinale

Abstract

L'émergence significative de travaux dédiés à la GPEC territoriale (GPEC-T) ou à la gestion territorialisée des emplois et des compétences (GTEC) semble ouvrir de nouveaux espaces d'action à la GPEC. Cet article entend précisément évaluer la contribution du territoire à un renouvellement des pratiques, ambitions et modes d'action de la GPEC. L'argumentation s'appuie sur une étude de cas longitudinale (Janvier 2011-Juin 2012), relative au déploiement sur un bassin à dominante industrielle d'une GTEC reposant sur un dispositif de prêt de main d'oeuvre entre entreprises adhérentes. Nous questionnons dans un premier temps la capacité du territoire à ouvrir de nouveaux espaces d'action et d'apprentissage pour la GPEC. La mobilisation d'une étude de cas longitudinale nous permet alors d'analyser les effets structurants d'une GPEC déployée à l'échelle territoriale, notamment sur le dialogue social et la capacité de la GPEC à réaffirmer sa dimension de prévention. Les tensions et difficultés inhérentes à ce processus sont également évoquées de même que les conditions de pérennisation du dispositif. La contribution invite enfin à voir le développement d'une GPEC de territoire comme un processus d'apprentissage organisationnel et suggère dans cette optique des pistes théoriques et empiriques.
