La dynamique d'appropriation des accords GPEC et ses effets sur le système de GRH : réflexions issues d'une étude de cas longitudinale

Abstract

La loi de cohésion sociale de 2005, dite loi Borloo, a incontestablement contribué à faire entrer la Gestion Prévisionnelle des Emplois et des Compétences (GPEC) dans le champ institutionnel. Si l'on dispose aujourd'hui d'une image relativement fidèle du contenu de ces accords, de l'instrumentation et des dispositifs d'accompagnement auxquels ils s'adossent, rares sont les travaux à s'être intéressés à la dynamique de leur mise en oeuvre. Cet article entend précisément rendre compte de la dynamique d'appropriation des accords GPEC et des effets produits par ces accords dans quatre registres : sur le statut de la fonction RH, les pratiques de GRH, l'intégration GRH-stratégie, le dialogue social. La contribution mobilise dans cette optique une étude de cas longitudinale dans le secteur bancaire sur la période janvier 2011-janvier 2012. Cette étude de cas est l'opportunité de formuler des propositions quant aux conditions susceptibles de favoriser l'appropriation des accords GPEC.
