Abstract

La mondialisation heureuse a cédé la place à une mondialisation anxieuse qui pourrait bien tourner au rejet. L'isolationnisme retrouvé de Donald Trump à peine révisé par son successeur, les régressions maoïsantes de Xi Jinping et le nationalisme néostalinien de Vladimir Poutine entretiennent les angoisses. Les piliers de l'ordre multilatéral d'après-guerre ne supportent plus grand-chose. L'Organisation des Nations unies (ONU) ne peut rien faire pour ramener à laraison un de ses membres permanents, la Russie, et l'Organisation mondiale du commerce (OMC) n'espère même plus la nomination de ses juges à l'organe d'appel. Les États-Unis sont sûrs ainsi de ne jamais être sanctionnés dans la seule enceinte multilatérale où ils pouvaient l'être. Le G20, qui avait su surmonter la crise de 2007-2008, n'est plus en mesure de trouver un terrain de conciliation entre des pays qui s'affrontent économiquement, politiquement et mêmemilitairement.Loin de conduire à un renforcement de la coopération comme l'imposerait la raison, les grands défis à venir, qu'ils soient technologiques, climatiques ou géopolitiques, attisent au contraire les rivalités. L'économie mondiale se démondialiserait et l'avenir appartiendrait aux relocalisations qui sécuriseraient les chaînes de valeur, garantiraient l'autonomie stratégique et accéléreraient même la lutte contre le réchauffement climatique. On en oublierait presque lesavantages d'un ordre multilatéral inégalitaire mais réformable et les drames passés de la fragmentation du monde
