Prospective de l’insécurité minérale. Anticiper la nouvelle ère métallique de la transition bas-carbone

Abstract

Les récentes crises économiques, Covid, géopolitiques…, couplées aux enjeux et objectifs de la lutte contre le changement climatique, ont considérablement renforcé les préoccupations de l'Union européenne et ses pays membres concernant leurs chaînes d'approvisionnement en certains produits et matériaux. Si la première liste de matériaux dits « critiques » de l'Union date de 2011, les préoccupations relatives à l'accès aux ressources sont plus anciennes, comme le rappelle Emmanuel Hache en début de cet article, en particulier aux États-Unis. Néanmoins, le renforcement des alertes concernant les limites planétaires et les besoins spécifiques des secteurs clefs des transitions écologique et numérique confèrent un rôle très stratégique à divers minerais, métaux et matériaux, dont la majeure partie est produite hors d'Europe. Ces matières premières stratégiques indispensables aux transitions en cours pourraient rebattre les cartes sur la scène internationale, et sont au cœur des réflexions de l'Union en matière de souveraineté industrielle et de trajectoire bas-carbone.
