Abstract

La présente communication propose un apport théorique et conceptuel permettant de comprendre la construction d'une capacité à mettre efficacement en place une démarche d'économie de la fonctionnalité et de la coopération. Nous montrons comment la question de l'écosystème circulaire peut être envisagée au prisme des politiques publiques territoriales dans un rapport étroit au territoire, aux ressources immatérielles et dans une logique coopérative multi-acteurs. Les principes de l'écosystème coopératif circulaire sont mis en relation avec ceux de la perspective relationnelle dans sa version dynamique associée à une méthode d'analyse multicritères afin d'observer le degré d'efficacité des politiques publiques dans la gouvernance des écosystèmes ; ces derniers reposant principalement sur la coopération entre acteurs hétérogènes dans le cas de l'économie de la fonctionnalité et de la coopération. Finalement un cadre d'analyse complet de la construction d'une valeur territoriale est proposé.
