Covid health crisis: an enabling context?

Abstract

As in any health crisis, professionals and organizations faced an emergency and destabilization. Some were overwhelmed or even submerged. However, our analysis of 11 interviews with managers and executives working in facilities for disabled and elderly patients shows that the Covid health crisis was also an enabling context, conducive to the development of "capabilities" (Sen, 1990) in individuals and organizations. Faced with an unprecedented situation, the protocols, scripts and norms that usually organize action were relegated to the background, leaving room for the intuition, agility, ingenuity and resourcefulness of staff. In this respect, the health crisis has revealed the adaptability of the people involved and their desire for autonomy, while also questioning organizational and managerial practices.
