« Smart City » public policies : the key role of governance in public value creation

Abstract

This course, based on a PhD research is articulated around the following research question : What kind of governance practices should be developed to drive "Smart City" public policies that create public value ? The results are grounded in the French local authorities context where this kind of public policies constitute a highly accomplished form of digital transformation.
