Abstract

This research examines the case of a rural Malagasy municipality, the municipality of Imerintsiatosika, which has implemented a collective approach to complete a set of public investment projects. The conceptual framework of the study is based on the concept of collective and individual performance, the theory of effectuation and the mobilization of resources by classical and political entrepreneurs. The results show that the determinants of this collective performance are linked to the individual performance and the individual characteristics (in particular his value system) of the entrepreneur mayor, the attachment of the population to the Malagasy culture of Fihavanana materialized by the tolon-tanana. By demonstrating financial intelligence, social adaptability, persuasiveness and storytelling skills, expressiveness, emotional intelligence and impression management, the mayor-entrepreneur succeeded in realizing his strategy of mobilizing local resources.
