Abstract

La question du rôle des institutions internationales dans la réforme des politiques de développement et en particulier ce qu'il a été convenu d'appeler le Consensus de Washington, a connu des débats intenses depuis 40 ans. Ces débats théoriques et institutionnels ont produit une évolution dans le contenu et la mise en œuvre des politiques dites d'ajustement structurel. Partant d'un bilan critique de ces changements d'approche, l'article vise à en repérer les étapes essentielles tout en soulignant les invariants. L'ouverture vers le traitement de la pauvreté, la notion de croissance inclusive, la question de la qualité des institutions ou celle du genre et plus récemment encore l'introduction du concept de vulnérabilité (sanitaire ou climatique) offrent des perspectives fructueuses si le stade du discours est dépassé.
