Abstract

Sustainable development is a concept based on an integrated vision, wherein all economic progress cannot disregard social and environmental aspects. Governance represents a novel form of participatory democracy essential for deliberating upon and effectively implementing sustainable development issues. Over the past years, Morocco has embraced a strategy aimed at ensuring its energy self-sufficiency. This new national energy strategy consequently diminishes its external energy dependency and, moreover, targets two strategic directions: harnessing domestic resources through the expansion of renewable energies (RE) and enhancing energy efficiency. A SWOT analysis examining Strengths, Weaknesses, Threats, and Opportunities scrutinizes the governance of the renewable energy sector in Morocco. This analysis delves into facets of RE governance: institutional, regulatory, cultural, educational, and behavioral aspects, industrial capabilities, Research and Development, economic and financial capacity, training, market imperfections, and more. Therefore, despite the various challenges encountered by renewable energies, a holistic approach tailored to the Moroccan context remains imperative.
