Abstract

Les territoires sont traversés par des crises qui mettent en tension le management des acteurs publics. Renforcer les capacités de ces acteurs publics par une meilleure visibilité est un enjeu fort auquel peut contribuer l'intelligence territoriale (IT). Il est proposé dans ce travail théorique de réinvestir la notion d'IT et de compléter la typologie de l'intelligence territoriale par la catégorie de l'intelligence territoriale citoyenne (ITC) en s'inspirant du concept de l'utopie concrète énoncé par Ernst Bloch et de la pensée complexe d'Edgard Morin. Cette nouvelle typologie repositionne l'IT et contribue à un cadre conceptuel d'analyse conduisant à un modèle de représentation de l'analyse ainsi construite.
