Abstract

Cet article porte sur une expérience d'opérationnalisation de la subsidiarité dans un grand groupe de transport, la Société nationale des chemins de fer français (SNCF). Cette organisation publique de type mécaniste (Burns et Stalker, 1961) se caractérise par une centralisation des décisions, une prédominance des règles et une spécialisation des divisions (Ribeill, 1995). Dans un contexte d'ouverture à la concurrence d'un marché ferroviaire historiquement monopolistique, la SNCF cherche à moderniser ses usines pour pouvoir réparer non seulement des trains mais également des métros ou des bus. La flexibilité de ses lignes de production devient ainsi indispensable pour s'adapter aux demandes de nouveaux clients. La motivation économique prévaut donc pour développer plus d'agilité au sein des processus de production. La transformation a été amorcée par l'adoption d'outils digitaux. [...]
