Abstract

Many actors, not only firms, struggle to influence public decisions. This paper reports on a case study in a French village of who these actors are, why they decide to participate in territory planning decision-making, and how they actually do it. Why do they adopt one form of participation, rather than another one ? What is their actual individual and collective behavior ? And what resources do they build upon ? Our results show that participants always have an interest in participating ; why participation may be assisted rather than spontaneous ; that co-leadership is an effective (but) discourse-dependent behavior ; and that psychological resistance is a key resource for influent participation.
