Abstract

La Commission européenne a mis sur les rails fin 2019 le "Green Deal", un ambitieux programme pour relancer le projet européen. L'Union européenne est aujourd'hui trop souvent perçue comme une vaste zone de libre échange minée par la concurrence fiscale et le moins disant social et environnemental, à l'intégration monétaire peu convaincante, incapable de parler d'une seule voix face aux autocrates de tous bords. Sous le parapluie du Green Deal, une succession de propositions et de "stratégies" a permis l'élaboration d'un plan de grande envergure, remarquable par sa cohérence et aux objectifs réellement ambitieux. Le Green Deal couvre ainsi de nombreux domaines: climat, économie circulaire, énergie, biodiversité, pollutions, alimentation. La politique agricole commune dont les règlements ont été publiés fin 2021 et qui est mise en oeuvre depuis le 1er janvier 2023 est néanmoins en désaccord assez profond avec les orientations du Green Deal, alors que ces mêmes règlements auraient dû etre un véhicule legislatif de la la composante agro-alimentaire du Green Deal ("Farm to Fork").
