Rendre les travaux forcés profitables pour l’État : le calcul de coût dans les bagnes de Guyane au XIXe siècle

Abstract

Cet article porte sur l'introduction d'un système de calcul de coût dans les bagnes coloniaux de Guyane au cours de la deuxième moitié du xixe siècle. À travers l'analyse des correspondances entre l'administration guyanaises et le ministère de la Marine et des Colonies en métropole, nous avons pu retracer les différentes étapes du processus d'implémentation de cette comptabilité des travaux forcés. Nous mettons alors en évidence les objectifs assignés à l'outil comptable par les responsables métropolitains. Nous montrons ensuite une réalité des pratiques comptables quotidiennes fort éloignée de ces objectifs. De multiples rapports d'inspection et de témoignages d'acteurs des bagnes soulignaient en effet de grandes difficultés matérielles et humaines dans la tenue des livres au sein des pénitenciers, ainsi que la persistance de la corruption et des détournements, souvent dissimulés par certaines pratiques comptables. Enfin, nous concluons cet article par un bref aperçu de la diffusion et de l'usage de ces données comptables en métropole.
