Abstract

Cette contribution se propose d'analyser les politiques publiques régionales visant à garantir l'accès aux soins primaires dans les territoires défavorisés en France et en Allemagne. Dans le cadre du projet RegMedProv (cf. contribution de Patrick Hassenteufel), quatre études de cas ont été réalisées en 2016-2018 en mobilisant la notion de « territorialisation » (Alam et al., 2015) qui met l'accent sur la différentiation territoriale croissante des politiques de santé en lien avec l'importance des enjeux locaux dans les débats sur l'offre de soin et l'implication de plus en plus grande des autorités locales sur les questions de santé. A partir d'une enquête documentaire et d'entretiens approfondis, l'analyse a été structurée par plusieurs hypothèses parmi lesquelles le rôle spécifique des médecins, les déséquilibres territoriaux comme levier de la transformation de l'organisation des soins primaires et une convergence internationale dans l'organisation des soins primaires.
