Abstract

Historisch gesehen interveniert der Staat – in diesem Fall die Demokratische Republik Kongo – angesichts von Wirtschaftskrisen und zur Planung der Entwicklung über seinen Haushalt, indem er Einnahmen mobilisiert und Ausgaben festlegt. Das Budget ist daher ein entscheidendes Element der Planung. Der Haushalt der DR Kongo integriert den Prozess jedoch nicht richtig. Um seiner Rolle gerecht zu werden, muss der Staatshaushalt langfristig angelegt sein, Investitionen begünstigen und eine Haushaltslinie für unvorhergesehene Ausgaben eröffnen.
