Abstract

Depuis le début des années 1980, nous observons, à l'échelle internationale, de nombreux mouvements dans le secteur public pour clarifier les compétences, mutualiser les ressources entre organisations publiques, améliorer la capacité à gérer le patrimoine, développer le contrôle de gestion, ou encore intégrer les pratiques d'audit. Plusieurs dispositifs ont ainsi été engagés dans ce sens, avec des formulations différentes, que cela soit la gestion par les résultats, des démarches de performance, d'optimisation de la gestion ou de relecture des politiques publiques. Quels que soient leurs intitulés, ils incitent tous les structures publiques à rechercher des solutions innovantes sur des problématiques d'organisation, d'utilisation des ressources ou d'aide à la décision. En France, ce type de démarche s'est formalisé de différentes manières, que cela soit la LOLF, au début des années 2000, plus récemment la RGPP, la MAP ou encore Action Publique 2022.
