La soutenabilité du développement en Russie durant la décennie 1998-2008

Abstract

This assessment of development policies in Russia from 1998 to 2008 points out that this decade differed from the preceding one owing to the primacy given to managing natural resources. To justify this point of view, a counterfactual argument demonstrates that the policy for managing revenue from these resources during this "second transition" in Russia was unsustainable. Given institutional, political, and economic factors, it is necessary—but not very probable—that development policy will shift toward a genuinely sustainable development.
