Abstract

L'épidémie de coronavirus offre à l'Union européenne une opportunité de renforcer son unité, et son efficacité économique. Cette tribune propose deux mécanismes de réponse face à des chocs majeurs, qu'il s'agisse de pandémie ou de chocs climatiques: une assurance chômage européenne, et l'émission de « Disaster-bonds » (titres obligataires souverains émis de façon collective). Ces deux instruments sont complémentaires, et peuvent permettre de faire face à la crise actuelle, et de préparer les suivantes.
