Abstract

C'est un constat sans appel : jamais une période aussi longue et continue de changements et de bouleversements ne s'est imposée dans le quotidien des fonctionnaires. Ces dernières années, les crises et les programmes politiques sont venus, vague après vague, transformer les contours des institutions et leurs fonctionnements (LOLF, RGPP, MAP, MAPTAM, NOTRe, PPNG). De nombreux travaux sont venus éclairer leurs mécanismes et leur diffusion offrant une visibilité certaine aux initiateurs et aux promoteurs des réformes. Mais le succès de ces réformes dépend avant tout de ceux qui doivent faire évoluer leurs pratiques au quotidien...
