Abstract

L'objet de cette contribution est de s'interroger sur la place qu'occupe la sécurité dans la conception puis dans la gouvernance de la smart city, notamment en France. L'hypothèse que nous formulons est que la smart city gagne à intégrer, dès l'origine, la notion de cybersécurité.C'est ainsi que nous verrons dans un premier point ce qu'il convient d'entendre par smart city d'un point de vue théorique. Dans un deuxième point, nous explorerons le lien entre smart city et cybersécurité tel qu'il est présenté aux collectivités territoriales par la Banque des territoires, très active en matière de solutions « intelligentes » pour les collectivités en France. Nous développerons également le lien entre la smart city, la cybersécurité et la notion encore émergente de cyber-résilience qui appelle une gouvernance adaptée.
