Abstract

Décrire et analyser la formation des cadres des trois fonctions publiques est une gageure. Le champ est extraordinairement vaste, destinant à la fois à des métiers de managers du secteur public, mais également à des domaines d'activité et à des compétences professionnelles ou techniques spécifiques. La structuration des trois fonctions publiques a, depuis maintenant plus d'un demi-siècle, généré des particularités qu'il n'est pas aisé de présenter et de discuter, en premier lieu à cause d'une carence de travaux comparatifs. Enfin, ces formations sont intimement liées aux représentations des trois champs de l'action publique que constituent l'État, les collectivités territoriales et, pour ce qui concerne l'organisation de la santé, le rôle pivot des établissements hospitaliers publics.
