Abstract

Ce mercredi 4 avril 2018 a été présenté en conseil des ministres le projet de loi « évolution du logement, de l'aménagement et du numérique » (ELAN). Sans revenir sur les enjeux relatifs à la place du logement en France ou à l'efficacité des politiques publiques qui y ont attrait, déjà largement développés dans ces colonnes ou d'autres, et sans rentrer dans le détail des 66 articles du projet de loi, pour la plupart d'ordre exclusivement réglementaire, tentons d'apporter un éclairage sur les mesures les plus « marquantes » du projet, tout en assumant le caractère subjectif de cette sélection.
