L'Union économique et monétaire européenne : homogénéisation, obstacles et intégration

Abstract

Le présent ouvrage s'intéresse, d'une part, à la question des différences de conjonctures économiques entre les pays européens, différences qui constituent le principal obstacle à un fonctionne- ment harmonieux de l'Union Économique et Monétaire. D'autre part, il s'interroge sur les effets des politiques économiques sous différents régimes institutionnels. Une intégration accrue des marchés conduit-elle à une homogénéisation ou à une spécialisation des structures de production en Europe ? Quelles sont les conséquences de chacun de ces scénarii sur l' évolution des différentiels de conjonctures au sein de l'Europe D'où un ensemble de questions se pose : Quels sont les effets du régime de change lorsque tous les risques ne peuvent être assurés sur les marchés financiers ? Puisque la Banque Centrale Européenne détermine sa politique monétaire en fonction des évolutions budgétaires, la coordination des autorités budgétaires nationales est-elle dans ce cas souhaitable ?
