La territorialisation de la politique du logement

Abstract

Logement cher, mobilité résidentielle en berne, accès au logement rendu de plus en plus compliqué par l'évolution des marchés du logement au niveau local, les symptômes des crises du logement qui traversent la France sont nombreux. La politique du logement, notamment au travers de son zonage, a pour objectif d'enrayer les divergences territoriales à l'œuvre. Une fois présentés les contours de celles-ci, nous tentons d'évaluer son efficience et sa capacité à capter les hétérogénéités au sein des territoires. En adoptant une vision territoriale originale de la politique du logement, notre étude met en lumière l'incapacité de celle-ci et son zonage à traiter convenablement les territoires selon leurs besoins. Pour des raisons multiples, la territorialisation actuelle de la politique du logement est un échec. À l'aide d'indicateurs socioéconomiques, nous proposons une nouvelle forme de zonage, non à l'échelle des communes mais à celle des zones d'emploi afin d'être au plus près des dynamiques économiques des territoires.
