Abstract

Cet article étudie la mise en place d'une politique publique de professionnalisation de la formation dans certains territoires (plan « 500 nouvelles formations »). Il revient en premier lieu sur ses intentions qui reconsidèrent le diplôme par l'ajout de divers agrégats de formation en lien avec l'emploi et font du local un échelon résolutoire des problèmes rencontrés en matière de relations formation-emploi. Puis, il interroge les effets de cette politique à partir de plusieurs analyses localisées qui montrent des formes de régulations diverses, autant dans le système scolaire qu'en matière de débouchés des jeunes sur le marché du travail. Elles attestent des ambigüités et des limites de la professionnalisation des formations quand son curseur privilégie des cibles d'emploi trop restreintes dont la pérennité est incertaine.
