Abstract

Le débat sur les privilèges des fonctionnaires aliment le discours populiste depuis la Troisième République. Les fonctionnaires et les salariés du privé , même s'ils exercent des tâches matérielles parfois semblables, appartiennent à des mondes du travail différents.Trois différences séparent les fonctionnaires des salariés du privé : l'usager n'est pas un client et la prestation qui est offerte n'est pas liée à ses ressources économiques ; la relation d'emploi n'a pas pour légitimité le profit mais l'échange politique ; le résultat du travail d'un fonctionnaire n'est pas individualisable. Les comparaisons que l'on peut donc faire entre les deux secteurs, qu'elle porte sur la garantie de l'emploi, la rémunération, les conditions de travail ou le régime de retraite, n'ont donc qu'une portée limitée
