Abstract

De nombreux économistes expliquent aujourd'hui les déséquilibres internationaux par la conjonction d'une épargne insuffisante aux Etats-Unis, d'une épargne excessive en Asie, en premier lieu en Chine, enfin d'une préférence des investisseurs pour les actifs financiers américains. Les insuffisances de la régulation des marchés financiers et les conditions souvent douteuses d'octroi des crédits ne seraient que de simples dérivés de ces déséquilibres structurels. Ils en déduisent qu'il est urgent de mettre un terme à une politique budgétaire qu'ils jugent trop laxiste et de procéder à l'ajustement du taux de change dollar-yuan, sous peine d'une véritable explosion des déséquilibres internationaux (...).
