Abstract

La loi de réforme des retraites, présentée en mai 2003 par le Gouvernement et adoptée en juillet par le Parlement, constitue une réforme d'ampleur, qui contrairement aux décisions prises en 1993 ou en 1996, touche l'ensemble du système. Toutefois, elle n'aboutit pas à un système homogène, basé sur des principes transparents, assurant l'équité entre les actifs et les générations, annonçant clairement l'évolution du système et garantissant son financement. Toutes les incertitudes n'ont pas été levées (...).
