Repenser la prise en charge de la petite enfance : Comment et à quel coût ?

Abstract

Le dispositif de garde des enfants de moins de trois ans n'est pas satisfaisant en France. Sa capacité d'accueil ne permet pas de répondre aux besoins réels des parents qui travaillent. Les enfants ne sont pas égaux devant le type d'accueil auquel ils accèdent (selon le mois de naissance, le lieu d'habitation et le revenu des parents). Les congés parentaux associés à cette pénurie encouragent les mères à réduire leur temps de travail ou à interrompre leur carrière et renforcent les inégalités sur le marché du travail et dans la société en général. Repenser l'architecture de la prise en charge des jeunes enfants exige de tenir compte d'un ensemble d'objectifs divers : bien-être des enfants, égalité entre les sexes, mixité sociale, etc. Cet article pose les bases d'une réforme profonde de l'ensemble du dispositif ; celle-ci conduirait à instaurer un congé parental court partagé entre les deux parents, bien rémunéré, et à élargir l'accueil à l'école maternelle des enfants dès deux ans. Les dépenses de fonctionnement supplémentaires seraient importantes mais cela hisserait la France au niveau des pays leader en matière de prise en charge de la petite enfance.
