Abstract

Le Revenu de Solidarité Active (RSA), mis en place à titre expérimental (2), a été généralisé à l'ensemble du territoire en juin 2009 (3). Il constitue une véritable réorientation de la politique sociale française(4). Les minima sociaux traditionnels (revenu minimum d'insertion/RMI et l'allocation de parent isolé/API), qui avaient été conçus pour garantir un dernier filet de sécurité de revenu aux personnes sans emploi, ont été fusionnés dans le RSA pour recentrer l'aide sociale vers les personnes qui travaillent. Le double objectif est de soutenir le revenu des personnes pauvres tout en les encourageant à travailler. L'innovation principale du dispositif est d'autoriser le cumul permanent de l'allocation avec les revenus du travail (...).
