L'Etat providence : quelles interrogations ?

Abstract

L'État-providencedésigne le système de protection sociale des pays occidentaux développés. Il a largement atténué les conséquences de la crise financière et ses succès sont très nets en matière de santé et de retraite. Si les perspectives financières à long terme impliquent un effort supplémentaire, la soutenabilité du système, observe Gérard Cornilleau, n'est pas menacée. Les principales questions en suspens concernent la couverture des risques liés au marché du travail et au chômage ainsi que la structure du financement de l'État-providence et son impact sur le coût de l'emploi. Des questions nouvelles apparaissent avec la crise et la perspective d'une nouvelle stagnation séculaire. Deux interrogations sont à cet égard très importantes pour la survie du système social européen : elles concernent les éventuelles fins du salariat et du travail liées à l'« ubérisation » et à la robotisation.
