Abstract

Le projet de réforme de la tarification Serafin-PH a pour objectif de mettre en œuvre un modèle tarifaire qui rompe avec une financement historique inéquitable sur le territoire. Cette réforme vise également à mieux prendre en compte les besoins des personnes accompagnées dans la conception de ce modèle, notamment en fixant un langage commun. Mais les mots renvoient à des réalités différentes et pour valoriser la participation sociale des personnes en situation de handicap, la tarification doit être support à discussion, à débat démocratique.
