La distribution des primes du FBR dans les hôpitaux du Mali

Abstract

Ce chapitre présente les résultats d'une recherche qualitative qui porte sur les effets du processus de distribution des primes du financement basé sur les résultats (FBR) sur la motivation des agente-s de santé de trois hôpitaux de district de la région de Koulikoro au Mali. Les résultats montrent que les agent-e-s de santé sont plus motivé-e-s à exécuter leurs tâches quand des primes sont proposées. Selon eux et elles, au-delà de la motivation financière, le FBR leur permet de mieux travailler. Toutefois, plusieurs problèmes de mise en oeuvre (retard de décaissement des primes, manque de transparence lors de la distribution) ont entrainé un sentiment de frustration et de déception des agent-e-s de santé. Le montant des primes obtenues est jugé insuffisant et les agent-e-s estiment une inadéquation entre les efforts fournis et le montant de prime obtenu par le FBR.
