Abstract

Face à la persistance d'un chômage de masse, les débats se concentrent sur le montant des dépenses du système d'assurance chômage et sa nature plus ou moins incitative. Si ces questions restent pertinentes, elles ne constituent qu'une réponse marginale au problème. La logique même de l'assurance chômage doit être remise en cause. Le chômage est désormais structurel, banal et lié à un déficit de capital humain. Il faut cesser de le considérer comme un risque. L'acquisition permanente des compétences garantissant l'employabilité doit devenir une pratique généralisée faisant du chômage une simple période de transition.
