Abstract

Il ne se passe pas une semaine sans que des événements brutaux viennent illustrer le changement climatique et impacter notre vie quotidienne. Cette dynamique est aussi particulièrement visible au niveau des littoraux puisque "le rythme d'élévation entre 2006 et 2015 est sans précédent au cours du siècle dernier" [GIEC, 2019, 8]. Cela éveille la conscience de tous, citoyens comme décideurs, au point que cette actualité entre dans le projet de loi climat et résilience (articles 58 et suivants) alors même que des actions ont déjà été entreprises sur le littoral français : l'immeuble Signal de Soulac-sur-mer (33), l'estuaire de la Saâne (76), etc. Les stratégies foncières pourraient-elles permettre de répondre à ces problématiques ? Pour quel rôle des friches (mise en friche, relocalisation, etc) ? Avec quelles possibilités d'anticipation ? Avec quels moyens ? Quel est ici le rôle des élus ? Dans ce cadre, quelles conséquences du projet de loi ? La web-conférence sera animée par Lucien Bollotte, Sarah Dubeaux et Jean-Louis Fournier, avec les interventions de Joseph Hughes, Boris Leclerc, Valérie Nouvel et Hélène Rey Valette.
