Abstract

Russia, by committing itself to increased military spending, refuses to give up a power policy. After suffering a sharp erosion of its strategic positions, Moscow has maintained its military nuclear facilities at the highest level, while renouncing the "no first use" principle and committing itself to both the pre-emptive strike option and the doctrine of graduated response. The restoration of deterrence implies a strong dependence on nuclear weapons, which also implies their modernisation, which is, however, hampered by the financial constraints of its realisation. The modernisation of conventional forces is part of a purely dissuasive approach, taking into account the hypothetical nature of the threats of the great powers. Russia remains the world's second major nuclear power.
