Abstract

Bienvenue dans la société addictogène ! Alcool, tabac, cannabis, cocaïne, ecstasy, mais aussi écrans, jeux d'argent, porno en ligne : les addictions se sont démocratisées. La prolifération des produits psychotropes et des conduites addictives nous oblige à penser leur régulation. De plus en plus, le marché fournit des produits à moindres risques et des solutions techniques pour réduire leur nocivité. L'Etat, plutôt que de tout miser sur la répression, peut offrir un cadre propre à réduire les dommages socio-sanitaires. Ce double mouvement - expansion du marché et désengagement policier de l'Etat - renvoie le drogué dans le champ de la citoyenneté. Car les addicts sont des citoyens, comme vous et moi. Professeur à l'université de Lille, Christian Ben Lakhdar est l'un des meilleurs spécialistes de l'économie des drogues et des conduites addictives. Il est membre du Collège scientifique de l'Observatoire français des drogues et des toxicomanies.
