Abstract

En recherche de réponses nouvelles pour satisfaire des besoins sociaux majeurs, l'Etat français teste actuellement une forme innovante de contrat public-privé inspirée des Social Impact Bonds : les Contrats à Impact Social (CIS). Notre article examine les ressorts de la création des CIS en France et les conséquences potentielles des choix gouvernementaux. Notre étude montre l'influence puissante du contexte théorique et idéologique international sur la détermination de nouveaux instruments d'action publique. Elle apporte ainsi un éclairage original sur les arbitrages effectués par les gouvernements français en faveur des CIS, comme sur les opportunités et les risques inhérents à ces choix.
