Entre innovation et tradition, la problématique des recompositions de la gouvernance territoriale en Algérie

Abstract

For a long time in Algeria, the state has been the main actor monopolising public action. At the territorial level, local actors are marginalised and remain passive receptacles of centralised public policies. This governance model was supported and/or produced by the centrality of the economic resource, the oil rent. However, the crisis that the country has experienced since 2014, following the oil price drop, is leading the State to experiment with institutional programmes of so-called "innovative" forms of territorial governance, involving more local actors and based on the enhancement of territorial resources supposed to replace state intervention and central resources. At the same time, traditional forms of governance remain where the populations have always taken care of –jointly– the management of their collective needs, to make up for the State absent or inefficiency. Our contribution will study, between innovation and tradition, the articulations can be built in recomposing territories and in response to the state disengagement imposed by circumstances?
