Abstract

A l'heure du défaut sur sa dette, le Liban est en quête d'une bonne politique. La mauvaise qui s'esquisse est celle que condamnent l'histoire et la logique : une politique de la canonnière financière, c'est-à-dire imposer au Liban un programme qui serait le fruit de la rencontre de deux forces, celle du Fonds monétaire international et de la CEDRE. Le cocktail est connu : augmentation des taxes indirectes, privatisations et compression de la dépense sociale. Le revenu se contracte alors et la situation grecque se dessine : perte du capital, des possibilités d'accumulation et fuite de la main d'oeuvre jeune ou qualifiée.
