Abstract

Les agrocarburants connaissent un développement tous azimuts depuis le début des années 2000 en Afrique de l'Ouest, sans vision stratégique globale très claire et partagée par les acteurs concernés dans la plupart des pays. Or les stratégies et les interactions des acteurs publics et privés sont bien réelles et jouent un rôle important dans la construction des formes de filières et de l'action publique. Cet article mobilise un cadre d'analyse institutionnelle et s'appuie sur de nombreux entretiens pour comparer les jeux d'acteurs qui ont pu déboucher sur des trajectoires de développement des agrocarburants différentes dans quatre pays ouest-africains : le Bénin, le Burkina Faso, le Sénégal et le Mali. Il témoigne de l'importance de la concertation et de la coordination entre les acteurs publics et privés pour impulser des filières durables. Le Mali est le pays qui réunit le mieux ces conditions.
