Abstract

L'action publique, par le biais d'appels à projet et de fonds d'investissements spécifiques, vise à promouvoir la notion d'inclusion en incitant des porteurs de projets à initier des démarches collaboratives à l'échelle territoriale. À ce titre, il y a quelques mois, l'appel à projet « 100% Inclusion » incitait les organisations locales à expérimenter et à innover en matière d'inclusion des publics les plus éloignés de l'emploi. Quels sont les défis que ces projets de collaborations intersectorielles (associant les secteurs-ordres « public », « tiers-secteur », « privé » et « hybride ») doivent-ils relever ? Quelles sont leurs spécificités ? À partir des études de cas sur deux territoires distincts, cette recherche exploratoire vise à dresser un premier bilan des enjeux en matière de collaboration intersectorielle, des territoires en quête d'inclusion.
