Abstract

IMF policies follow the rules of the capitalist market economy, even though the rules and objectives have been transformed several times from the original plan. The IMF's conditionality, both normative and ideological, has made its relations with African countries quite complex. Normally, Africa is a potential beneficiary of a large catalog of general measures in favour of developing countries. However, potential beneficiaries are in a competitive situation and Africa does not always meet the required conditionality criteria, unlike Asian countries. In this context, Africa regrets being only an adjustment variable (Wade). China, with the Beijing Declaration, urges developed countries to increase their international aid, notably by modifying the rules of conditionality. It also offers an alternative to the development mode proposed by the financial organizations linked to the UN.
