Abstract

France has long sought to develop a third way, between liberal capitalism and oppressive socialism. It has had at its disposal both market mechanisms and flexible, incentive-based planning. With the process of globalization, and within the framework of Europe, it has progressively reduced the role of the state and has emphasized international competition. The state has become a declining economic agent, which does not fail to raise the question of the permanence of public services in their content and relative importance. The question today is whether the State remains the guarantor of the general interest or the defender of particular private interests. Within the framework of liberal Europe, it has lost a large margin of action, which could lead to conflicts between Paris and Brussels, but also with the least favoured citizens.
